From 1 November 2001, increased remuneration has been available under the Cervical Practice Incentive Program to general practitioners who collect Pap tests from women who are four or more years since their previous test.

New NHMRC Guidelines for the Management of asymptomatic women with screen detected abnormalities were introduced in July 2006.

From June 2011 the VCCR commenced a pilot second reminder letter which is sent out 9 months after the first reminder letter. For the majority of women (whose last Pap test had a negative result) the first reminder letter is sent at 27 months since their last Pap test, thus the majority of second reminder letters are sent 36 months since the last Pap test. This is a possible explanation for an increase in tests for women whose last Pap test was 36-48 months ago. A smaller proportion of women (for whom the result of their last Pap test was not negative) have their first and second reminder letters sent earlier, which is reflected in the increased percentages from 24-36 months.
